An odd scene to be sure. And I believe this was from Detective Comics...so its not like it is a fringe, manga, weirdo comic or something. If I'm wrong, I'm sure someone will point out the correct attribution of the image.

I believe that is supposed to be Poison Ivy, long-time Batman foe.
